Rory E. Dilweg

Rory Dilweg is a partner in Ocotillo Law and Policy Partners. He represents Indian tribal governments throughout the United States in all aspects of the law; including gaming, taxation, corporate issues, health care, child welfare, grant writing and compliance, and negotiations with state and local governments. He has participated in and led gaming compact negotiations in Arizona, Wisconsin, and California, and he has acted as lead negotiator for more than ten intergovernmental agreements for multiple tribes.

PADRAIC I. MCCOY

Padraic I. McCoy (Quechan/Cherokee), Adj. Professor of Law (University of Denver), represents Indian tribes and Indian country developers and investors on a variety of topics with an emphasis on transactional and regulatory matters, Indian gaming, Indian lands, and tribal finance. Padraic began his legal career in Washington, D.C., and has several years of experience with the Department of the Interior and the National Indian Gaming Commission.

REBEKAH D. SALGUERO

Rebekah Salguero is a partner in Ocotillo Law and Policy Partners. She serves as General Counsel to Tribal Governments and has advised on an array of matters facing tribal government and tribal entities. Rebekah has a deep understanding of Indian lands, the Indian Gaming Regulatory Act, Natural Environmental Policy Act and the Natural Historic Preservation Act.

SCOTT JAFFE

Scott Jaffe’s area of practice includes complex debt issuance, securitization in all asset classes, private debt and equity offerings for numerous start-up enterprises and general corporate matters including but not limited to new entity formation documents and contract execution on a broad range of commercial matters. Scott has worked for a number of AM law 100 law firms including Skadden Arps, et al , Clifford Chance and DLA Piper before starting a minority owned law firm with former colleagues.

Jennifer Swyers

Jen began her career as a Presidential Management Fellow with the Department of Interior, where she advised the Assistant Secretary, Policy, Management, and Budget, and the Deputy Director of Operations, National Park Service, on environmental law and policy.  Jen clerked for Judge Boyce F. Martin, Jr., of the United States Court of Appeals for the Sixth Circuit. She developed her litigation and appeals practice with Stites & Harbison, PLLC, where she represented multinational corporations, small businesses, and environmental non-profit organizations on matters ranging from multimillion-dollar contract disputes to public-interest advocacy before local planning agencies. She has years of experience practicing in the federal courts of appeals and United States Supreme Court. She also served as an Assistant County Attorney for the Louisville-Jefferson County Metro Government, and led its environmental law group. Jen graduated from Bowdoin College and Vermont Law School, where she earned her Juris Doctor and Masters in Environmental Law and Policy.
